Report to PayPal

Last updated March 17, 2026

The short answer

Dispute unauthorized transactions, report seller fraud, and file claims through PayPal's Resolution Center

PayPal's Resolution Center lets you dispute unauthorized transactions, report sellers who never shipped your order, and file claims for items that arrived nothing like what was advertised. PayPal offers Buyer Protection and Seller Protection policies that may cover your loss, but you need to act within 180 days of the transaction.

What they handle

  • Unauthorized transactions on your PayPal account
  • Items you paid for but never received
  • Items that arrived significantly different from the description
  • Seller fraud and fake online stores
  • Phishing emails pretending to be PayPal
  • Unauthorized access to your PayPal account

How to file a report

  1. 1

Log in and go to the Resolution Center

Visit paypal.com/disputes or click "Resolution Center" in your PayPal account. You need to be logged in.

  2. 2

    Select "Report a Problem"

Find the transaction you want to dispute. If you don't see it, check your activity for the correct date range.

  3. 3

Choose the reason for your dispute

Select whether the item never arrived, was significantly different from the description, or the charge was unauthorized.

  4. 4

    Provide details and evidence

Describe what happened. Upload screenshots of the listing, messages with the seller, and any tracking information.

  5. 5

Escalate to a claim if needed

If the seller doesn't respond or you can't resolve it, escalate the dispute to a claim within 20 days. Important: if you don't escalate within 20 days, the dispute auto-closes and cannot be reopened. PayPal will then review and decide.

What you'll need

  • The transaction ID and date of payment
  • Screenshots of the product listing and any seller communication
  • Tracking numbers or shipping information (if available)
  • A description of what you ordered versus what you received (or didn't receive)

What to expect

PayPal gives the seller a chance to respond before making a decision. Most disputes are resolved within 30 days. If PayPal rules in your favor under Buyer Protection, you'll get a full refund. You must file within 180 days of the transaction, and escalate disputes to claims within 20 days of opening them.

Frequently asked questions

How long do I have to dispute a PayPal transaction?

You have 180 days from the date of the transaction to open a dispute. Once a dispute is open, you have 20 days to escalate it to a claim if you can't resolve it with the seller directly. If you don't escalate within 20 days, the dispute auto-closes permanently.

Does PayPal Buyer Protection cover all purchases?

Not all purchases qualify. Buyer Protection covers most goods and services purchased through PayPal, but it does not cover real estate, vehicles, custom-made items, or person-to-person payments sent using the "Friends and Family" option.

What if I received a phishing email that looks like it's from PayPal?

Forward the email to phishing@paypal.com, then delete it. Don't click any links in the message. Log in to PayPal directly by typing the address in your browser to check your account.
